Two facilities on one site, at the foot of the pass
Glen Helen Rehabilitation Center sits on Institution Road in Devore, off the 15 where the freeway starts climbing toward the Cajon Pass. The Sheriff’s Department opened the male facility in 1960 and the female facility in 1988, and the site today runs three housing units across roughly nine acres.
The published capacities give a sense of scale: up to 1,446 men against an average daily population of about 800, and up to 326 women against roughly 250. It is a large operation, and it is the county’s main destination for people who have already been sentenced.
Sentenced, or waiting — the distinction that matters
The Sheriff’s own description of Glen Helen is the county’s primary facility for housing inmates sentenced to county commitments. That single sentence changes the conversation, because bail is a pre-trial instrument. It exists to release someone who has not been convicted and is being held only because a figure was set and not paid.
Someone serving a sentence has no such figure. There is nothing to post, no bond to write, and any agent who takes money to “work on it” is taking money for nothing. How bail works in California sets out where in a case bail sits and where it stops.
